Accessibility for HOA Websites: Serving All Community Members

Your Community Is More Diverse Than You Think
Picture your HOA community. There's the retired couple in their 70s. The veteran with a traumatic brain injury. The teenager who broke her wrist playing soccer. The resident with low vision who uses a screen reader on her phone. The board member with color blindness who can't tell your red error messages from your green success messages.
These are your neighbors. And your website needs to work for every single one of them.
Most HOA websites fail this test badly. Scanned PDF documents that screen readers can't touch. Forms you can't complete with a keyboard. Text so small and low-contrast that anyone over 50 needs a magnifying glass. Navigation that breaks completely on a phone.
This isn't just a nice-to-have. It's a matter of equal access to community information and services that residents pay for through their assessments.
The Fair Housing Act and Your Website
HOA communities are subject to the Fair Housing Act, which requires reasonable accommodations for people with disabilities. While the FHA was written before websites existed and doesn't explicitly mention digital accessibility, the legal landscape is shifting quickly.
Here's the core question: if a disabled resident can't access community documents, submit a maintenance request, or reserve an amenity through your website, and those are the primary channels for those activities, have you failed to provide reasonable access?
Courts and the Department of Justice have increasingly said yes in similar contexts. The ADA's application to websites is well-established for businesses. HOAs occupy a gray area, but the direction of the law is clear.

The Document Problem
This is the single biggest accessibility failure on HOA websites: scanned PDF documents.
Someone took the community's CC&Rs, put them on a flatbed scanner, and uploaded the resulting file. To a sighted person, it looks fine. To a screen reader, it's a blank page. The PDF is just a photograph of text, and assistive technology can't read photographs.
Your governing documents are the most important content on your HOA website. Every resident has a right to read them. That means they need to be tagged, searchable PDFs with proper heading structure, reading order, and alternative text for any images.
If your CC&Rs are 40 pages long, this takes some effort. But it only needs to be done once (and updated when documents are amended). Many document scanning services offer OCR and PDF tagging. You can also recreate documents from the original Word files if you have them.
The same applies to meeting minutes, financial reports, newsletters, and any other document you post on your website. If it's important enough to publish, it's important enough to make accessible.
Forms That Work for Everyone
Your website probably has forms. Maintenance requests, architectural review applications, amenity reservations, contact forms. These are essential community services, and they need to be usable by everyone.
An accessible form has a few non-negotiable elements.
Every input field needs a visible label. Not just placeholder text that disappears when you start typing. A permanent label that tells you what the field is for. Screen readers read labels aloud so users know what information to enter.
Error messages need to be specific and connected to the field they apply to. "Error in form" tells nobody anything. "Please enter a valid email address" next to the email field, announced by the screen reader when focus moves to that field, is actually helpful.
The entire form must be completable using only a keyboard. Tab through the fields, select options with arrow keys, submit with Enter. Many people with motor disabilities can't use a mouse.

Color Contrast and Visual Design
The minimum contrast ratio for normal text is 4.5:1 against its background. For large text (18px bold or 24px regular), it's 3:1. These aren't arbitrary numbers. They're the thresholds established by WCAG to ensure readability for people with low vision and color blindness.
A lot of HOA websites use light gray text on white backgrounds because it looks "clean." It also makes content unreadable for a significant portion of your residents. Your community newsletter shouldn't require 20/20 vision.
Color can't be the only way you communicate information, either. If your event calendar uses green for open dates and red for booked dates, a color-blind resident has no idea what's available. Add text labels, patterns, or icons alongside the color coding.
The Aging Population Reality
This matters even more for certain types of communities. If you manage a 55+ community, a retirement community, or a snowbird community, your website's primary audience skews older.
Age-related vision changes are nearly universal. By age 65, most people need significantly more light and contrast to read comfortably. Presbyopia (difficulty focusing on close objects) affects nearly everyone over 40. Cataracts, macular degeneration, and glaucoma become increasingly common.
Motor control changes too. Clicking small targets, using dropdown menus that disappear if your hand shakes, scrolling through long pages on a touchscreen: these all become harder.
Your website design should account for this reality. Larger base font sizes. Generous click targets. Simple, predictable navigation. High contrast between text and backgrounds. These aren't special accommodations. They're just good design for your actual audience.
Mobile Accessibility
A resident standing at the pool gate checking hours on their phone. A homeowner in their car looking up guest parking rules. A board member reviewing the agenda on a tablet before a meeting.
Your website gets used on mobile devices constantly. Mobile accessibility means more than just responsive layout, though that's important too. It means touch targets that are large enough to tap accurately (at least 44x44 pixels). It means content that reflows properly without horizontal scrolling. It means forms that work with mobile keyboards and screen readers.
Test your website on an actual phone. Better yet, turn on VoiceOver (iPhone) or TalkBack (Android) and try to complete a common task. Reserve an amenity. Find the next board meeting date. Download the CC&Rs. If you can't do it, neither can your residents who rely on these tools every day.
Quick Wins to Start Today
You don't need to rebuild your entire website overnight. Start with these high-impact fixes.
Tag your PDFs. Convert scanned documents to searchable, tagged PDFs. Start with your most important ones: CC&Rs, bylaws, and current meeting minutes.
Add alt text to images. Every image on your site needs descriptive alternative text, or an empty alt attribute if it's purely decorative.
Check your contrast. Run your site through the WebAIM Contrast Checker. Fix any text that falls below 4.5:1.
Make forms keyboard-navigable. Tab through every form on your site without touching your mouse. Fix anything that gets stuck or skipped.
Test on mobile. Pull up your site on a phone and try to complete your five most common resident tasks.
